Declan sat at the front of his class and worked on some paperwork as he waited for his students to arrive. Fifth year was one of his favorite years and by far one of the most interesting. Even more so recently as Professor Morrigan had been made great strides with the charms that he’d been working on so he was going to be able to give much more of a demonstration than he would have otherwise have been able to.

On the board was simply written the word ‘Electricity’, and a small black device sat on the desk, quietly playing music that rang throughout the room.

The fourth year lesson in Muggle Studies was a little dry, even for Professor Hart’s taste, but that didn’t make it any less important. While the magical world had plenty of knowledge and understanding of how their own world worked and operated – precious few of them could figure understood how anything worked once they got out of their bubble. This was one of those lessons that was designed to help expand that understanding.

On the board at the front of the room there was a detailed - if rudimentary - flow chart about how the muggle government operated. Most of the kids were unlikely to be all that interested, but it was the sort of thing that they’d need to know if Norwood and Stewart’s schemes paid off.

Hart looked over the board for a moment before walking around behind it to take a look at the writing that was there, covering the rights and responsibilities of the citizenry. Once he was convinced that everything was there, he took a seat and waited for his students to arrive.

Professor Hart stood at a filing cabinet in the back of the room, flipping through some paper work looking for a report he’d submitted to the Headmaster as he waited for the children to begin arriving. It wouldn’t be a stressful class for them – though he supposed it could be. Fortunately, the younger kids always seemed to be a bit more open minded about learning the information he presented. Honestly, he rather believed that was why David wasn’t making much of a fuss about the older kids. The Muggle Studies class was all about capturing the young kids.

Once the kids started to arrive he shut the filing cabinet and sealed it with a spell before making his way toward the front of the room. A small metal briefcase sat neatly centered on his desk as he leaned against the wall – looking out the window; waiting for the time for class to begin.

Professor Hart stood at the front of the room, and looked out the window over the grounds below. His 7th year students would be along shortly. They were, by and large, a good group and he wasn’t too worried about their behavior in his class. With NEWTs running toward them at the end of the year they were all too aware of how sticky things could get if they blew off his class. Fortunately for them, they also had some of the more interesting classes.

On the chalkboard at the front of the room was the heading, ‘Foreign Affairs: Military and Diplomacy.’ By the time they reached this class they should be reasonably understanding of how the muggle world operated in Britain. He also wanted them to be familiar with what was out there in the rest of the world as well.

By their last year, they knew what seats to take and knew to keep their voices down so as to not interrupt whatever he might be doing as he waited for class to begin.

Look Description: Declan Hart is a tall man, standing just over six feet. He is thin and wiry but is not to be confused as weak or frail. Especially for his age, he is remarkably fit and carries himself with a calm confidence that is impossible to miss. He has a commanding presence which is somewhat at odds with his average looks and thinning grey hair.

Dressing Style: Were he asked, he would say he’s more at home in muggle clothing than in wizards robes; but that is mostly because it’s what he’s been wearing for the vast majority of his life. He’s content to wear whatever a situation may call for, though none of his clothes are bought for style or prestige; his clothing – like pretty much everything else in his life – is focused more on functionality than on appearance.


Character Description: Professor Hart is a steady and calming presence in the world around him. He always thinks before he speaks and is content with silence if there is nothing to say or add to a conversation. When he does need to speak, his voice can be described as commanding and it’s pretty well always said with a purpose – so people tend to take notice.

Quirks: None

Strengths: Declan’s life has been one of hard work and he’s risen to the challenge every time. He is alert and imaginative, willing to think outside the box to make sure that things turn out the way that he wants them to. From his time in the military, he has been in charge of people for a long time and is a very commanding person; his introspective nature helping him to earn people’s respect as they are assured that he’s thought through whatever it is that he’s asking them to do.

Weaknesses: At the same time, this life has left him hard; hard to deal with and hard to get to know. With his life experiences, he also tends to be judgmental against people that aren’t willing to put in the same level of work that he has. He’s spent so much time dealing with people who are far less worthy of their positions than others that he’s developed a strong stubborn streak and watching these people and others fail repeatedly, or give up, or refuse to even try to do things has left him extremely cynical about the world.

Likes: As hard and cold as he can be, he still has an almost child-like love of magic and all that it can do. He also is a huge fan of music in all its forms and he almost requires as much quiet time as he can get – away from other people – to continue to make it through his days.

Dislikes: Declan despises lazy people and know-it-alls; he has always believed that there is always something new to learn and he can’t stand people who don’t understand that and refuse to do anything about it. It’s been his experience that Purebloods tend to reflect the worst of those people as they tend to rely on the way they believe the world works, revel in the fact that they don’t need to learn or adapt to anything new, and use their bigotry as a hammer against those they see as lesser than.

Background: The Hart family originated from a small seaside village in Cornwall. Declan was the first of two children to Edgar and Natalie Hart. His younger brother, Francis, was born so quickly after him that Declan has no real memories of a time before his brother was around too. They grew up the same as any other muggle family – though, with a bit more moving around as his dad served in the army. He was never too clear on what his dad did, or what his job entailed, but as he grew older Declan would recognize that his old man had been far less surprised than he had been when he’d received his letter to Hogwarts.

His time under the Sorting Hat was brief and Declan found himself wearing the black and yellow of Hufflepuff. There weren’t a lot of other muggleborn students in his year – neither in his House nor his year in general – but he was aware enough to recognize that he wasn’t quite as enamored of the magical world as they were. That wasn’t to say that magic wasn’t cool, and supremely helpful, but the wizards who were in charge of things didn’t really seem to know what to do with him and generally weren’t too keen to have him around.

Once he’d graduated, Declan gratefully returned to the muggle world and followed in his father’s footsteps by joining the army. He was trained as an Officer at the Royal Military Academy, Sandhurst and once he’d graduated from there he served in a number of leadership and combat roles in many countries around the globe. One of the soldiers who was briefly under his command was a young man named Michael Norwood. The two bonded as the only two magical people in their command and when Michael left to pursue a different career the two remained in touch.

Declan’s career continued to advance as promotion followed promotion and he found himself transferred into Intelligence where he ended up serving as an advisor to a long string of high ranking officers. He was pleasantly surprised by the letters and occasional phone calls from Michael that made it clear to Declan that the other man’s father was trying to drag the magical world – kicking and screaming – at least into the 20th century; as long overdue as that was. There was also a welcome warning that his name had been dropped to Headmaster Norwood as it became clear that a new Muggle Studies Professor was going to be needed.

That class had been a ridiculous joke when Declan had been in school and he was surprised to find that he was actually looking forward to having a chance to do something useful with the class so he put his resume together and sent it off to Hogwarts. The reply was quick and he took his retirement from the military and returned to the Castle for his interview and soon after to start his new job.

As much as he was looking forward to the opportunity to truly teach the wizards what the wider world was like beyond their borders, there was a remarkably vocal minority that were dead set against any sort of now information being introduced into their world. It was clear that it was going to be a fight to get them to do their work – let alone actually learn anything – and he was prepared to hunker in for the long haul. Unsurprisingly, the resentment of the purebloods grew; however, what did surprise him was that the first explosion of actual violence hadn’t come from the bigots’ side but from a handful of mixed kids. It would have been an oddity if they hadn’t targeted one of his students. He was prevented from moving too quickly against them due to a lack of evidence, as well as the Headmaster being uncomfortable with where that might lead.

Fortunately, it seemed Maz Cowan was far less worried about acting against her attackers. While he would never be able to prove it was her, he was beyond convinced that she’d done it – and her actions were quick and decisive. He couldn’t have been more proud of her and he commended the Headmaster’s decision to make her Head Girl for her final year. It would be interesting to see if things calmed down anymore now that the students had had some time to process the requirement of his class. However, the violence in Diagon Alley over the summer assured him that probably wasn’t the case and he prepared for the worst as the school year drew close.
